The Holy Spirit Baptism is received after we have heard consequently having faith just like in Acts 2:41; Acts 10:44 and Acts 18:8. If we live by faith that God can grant us the baptism of the Holy Spirit we will be blessed. That even without seeing a water baptism we have believed God has granted it to us if we so desire, like Peter testified.
God, who knows the heart, showed that he accepted them by giving the Holy Spirit to them, just as he did to us. He did not discriminate between us and them, for he purified their hearts by faith. Acts 15:8-9
Then Jesus told him, “Because you have seen me, you have believed; blessed are those who have not seen and yet have believed.” John 20:29
